Grice would not use the word 'project' here, but perhaps he should. I'm not sure he was enamoured with Kartunnen's choices of plugs, holes and filters. But he does, Grice does, mention the 'projection problem for implicatures' (not in those words) in Strand 6 of his 1987 retrospective epilogue, which I have discussed elsewhere.
