R. B. Jones was concerned, if that´s the word, about expression meaning, utterer´s meaning, idiosyncratic utterer´s meaning, etc.
It seems for Grice any account in term of a "that"-clause ("... means that ...") where the "that"-clause is followed by a "proposition" belongs in "utterer´s meaning". A sentence cannot mean that p. For example. Pragmatics would deal with "that"-clause ascriptions of meaning; semantics with other types of ascriptions, notably using quotation marks, or as I prefer, scare quotes: "Il pleut" means, ´It rains´.
