Vis a vis L. K. Helm´s recent commentary on politics, this reference which I found of interest. Chilson teaches at UEA/Norwich and a few passages of his book are available via google.books. He basically applies Grice´s theory of implicature, to accounts of factive language which implicates evaluational "innuendos". His focus is "particularised" conversational implicatures and many of his examples are intriguing.

I read a bit of it. Chilson is too kind to Chomsky by far. The book is impossibly priced; which I imagine means the publisher expects few to buy it outside of academic libraries.
