Grice can be funny. He loved cats. Perhaps if he had loved dogs, his views on meaning would have been different. Cats notoriously disobey commands. Dogs don't.
Grice thinks that Schiffer showed that '... means ...' is too complicated a psychological attitude for an animal to have it.
But consider, I utter to my dog:
"Sit!"
This is an imperative.
Grice identifies the imperative with the intention, on the part of the addresee (the dog) that he will sit. Otiose!
