Grice proposes TWO candidates (both good candidates for the 'best-candidate' status) when it comes to distinguish between the centre and the periphery of meaning.
--- The first is 'formality' (vs. informality or slang). The second is 'dictiveness' (vs. roundabout ways of 'hinting' things).

So it's "to call a spade a spade" with Grice. Similarly, the header should be, in less slangy terms, communicated by a conversational move that went,
"The President's advisers approved the idea."
But why is it that not even the dullest journalist is ever so dull?
