"The Notion of Conversational Implicature Was Invented" -- According to Dummett -- but Discovered by who? (He doesn't say!)

Dummett, in Truth & Other Enigmas (1978, p. 445 -- longer exerpt by Tapper in previous post to this blog):

"the notion of conversational implicature was invented
in place of the general semantic concepts which had
been expelled in the original determination to pay
attention to nothing but the actual use of particular
utterances."

So untrue and offensively enigmatic!
