The subjective condition is in scare quotes, so Grice's idea is that it is unnecessarily so qualified. Why would one need an 'objective' condition, rather?
For Grice, the very analysis of 'intention' will yield what others (notably Anscombe) have called the 'subjective' condition. Usually the phrase has been used by scientists to avoid all talk of intention as irreducibly subjective. Grice will have none of that!
