When we say 'determined' -- do we mean it?

I should consider, against the determinists, this rather irritating use of 'determined'.

"He is determined to do it".

It seems to mean he intends to do it. Or do we have to be determinists to be determined to do stuff?

Etymology of 'determine' should help. Or not. Grice was irritated by its negation, 'indeterminism'.
