Odd that Turing would focus on 'intelligence', a noun philosophers seldom philosophise about... Except that perhaps the SECOND occurrence of Grice in the philosophical literature is in
H. L. A. Hart's
review of Holloway, "Language and Intelligence", for "The Philosophical Quarterly".
Hart says that Holloway is too simplistic, and brings Grice for good measure. Hart explains he learned from Grice (from "Meaning", distributed privately by 1948) that one thing is for dark clouds to 'mean' "rain" and another thing is for a weather forecast meteorologist to say, "Dark clouds mean rain".
