"truth and propriety" if not elegance

Concerning the remark,

"To say 'Marmaduke Bloggs is at this party' would be to say something which is not true"

Grice notes:

"it seems to me plausible to suppose that the remark "To say 'Marmaduke Bloggs is at this party' would be to say something which is not true' COULD have been uttered, with truth and propriety,' if not perhaps with elegance, by B in the circumstances of the first conversation.
