"Matter Stated": Grice vs. Grice

The act avoids the use of 'assertion' (and therefore 'implied assertion', a sort of contradictio in terminis). Instead, it focus on the 'matter stated', defined in terms of Griceian utterer's intentions!

But isn't "to state" like "to assert", like?
