From H. Paul to Grice

Dale, online thesis, "The theory of meaning" at russelldale.com:

"that Welby is quoting from, is himself discussing the work of the German linguist Hermann Paul, Prinzipien der Sprachgeschichte, translated Principles of the History of Language"

I believe L. R. Horn expanded on this in an essay -- punning on someone's surname being "Paul" (which was Grice's 'second' -- not 'first' -- name).
